Please delete the second paragraph of the Abstract prior to publication.

  Can't we find a way to assign 'NZ' instead of 'NZL'?  It would be bad
  for some countries to use digraphs and other countries to use trigraphs.

Cites draft-fielding-uri-rfc2396bis in the text. This should
be updated to RFC 3986 and the quotation checked for accuracy.

Question: the NID requested is the three-letter ISO 3166 code
for NZ. That's fine but is it going to be a general rule that
NIDs should be the three-letter code? It would be quite ugly
if some countries use this and others use, for example,
two letter codes.
