not all documents need to progress to RFC publication. The IESG has a statement
about this.

Erik Kline (Aalyria): If this document does not proceed to the IESG
publication, then the other two documents should include a concise summary of
the salient points from this document.

Erik Kline (Aalyria): I suggest separating the references into normative and
informative references. We also need to ensure that IETF reviewers have access
to IEEE 802.15.7.

Éric Vyncke (Cisco): IEEE 802 standards can be accessed freely six months after
publication, so this should not be a problem.
