While I agree with Magnus that an aggregated "what's different" would be handy, I don't think we consistently require such a thing be present.  If there is no working group assessment that it is needed, I think we should not create a new requirement that it be present.

The draft is missing a section describing the changes since RFC3685.
The current, version by version changes are indicated to be removed. Please aggregate these change note to indicate all changes of importance to an implementor that likes to update its implementation from RFC 3685 to this document.

- in 1 page 4: e.g. -> e.g.,
- in 4 page 11: IHMO "unknown content and origin" is a bit weak, I'd prefer
  something like "unknown content or untrusted origin"?
