This document has an introduction stating principles of diffserv and DSTE - it needs to make
clear the way that DSTE is very distinct from diffserv by adding the following note to the
introduction:

Reference [1] does not talk about the security ramifications of preemption.
  Therefore a paragraph on this topic ought to be added to section 10.
