Approved in 2002-12-12 IESG meeting with just some fixes needed that Bert pointed out and that will be fixed with RFC Editor note:  time to stop using atlanta.com etc in favor of RFC 2606 example domains and need for boilerplate.  Chairs/author notified, they to let WG know.  RFC Editor Note to be given to Secretariat in hopes of announcement on 13 Dec.

It received a positive security review in person from Ekr and SMB in Atlanta. Sections 5.2 and 5.3 were changed to reflect IESG review to punch up the points that were expressed by me or by SMB at different times.  3GPP has fairly strong need for it and the closing date for them is Dec 13, so it would be nice if the careful review several ADs have done means approval is possible (this document also had some Apps review in the summer and this was reflected in the 05 to 06 rev).

2002-09-13 pointed out fixes for REFER to
match security fixes to approved sipfrag -
REFER will be revised.  Spoke to Rohan 2002-09-19
about review of replaces for security concerns.
Will review 3PCC again as well.  All these were
seen by IESG in June and again later, but met some
concern.
