This proposal easily has all the required things for an informal URN but it looks like it is lacking things for a formal URN. For one thing, the proposal is lacking a "Community Considerations" section which is required for a formal URN. I would normally ignore if the document had this section or not as long as the information that would go in it was in the proposal or relatively obvious. I think Leslie Daigle made a similar comment on urn-nid mailing list. The issues here is that this document is not assigning a URN that is used for one thing (like say MAC addresses, or ISBN numbers) but it delegating the ability to make new types of URNs. My understanding of 3406 was that this makes it very hard if not impossible to evaluate if the URN meets the requirements of section 3.3 of RFC 3406.

I'm fairly confident that any individual URN that SMTE needed to register would be fine but it is not clear that assignment for unspecified uses meets the requirements for a formal URN. My assumption was that 3406 wanted the review process, such as mailing to the urn-nid list, to be followed and it seems that delegating that away might not be the best path.

I realize this might be somewhat inconsistent with some other prior assignments - I like to talk about what our policy is here. It is unclear to me what is our policy with regard to this. Once we clear that up, I think it will be trivial for me to remove this discuss.
