This is just a housekeeping item to officially move RFC 5000 (and therefore STD
1) to Historic status. The publication of RFC 7100 as a BCP requests this
status change.

This status change was not put out for Last Call. Because RFC 7100 is a BCP and
had a Last Call, nothing further is needed.
