  Section 9.2 indicates that AVPs may be sent in the clear in the 
  initial Start packet from the server. Possible uses are indicated
  in the text.  However, it is unclear which AVPs are allowed to
  appear here.

  Joel Halpern suggested in his Gen-ART review an additional sentence
  at the end of the first paragraph of section 11.3: "Multiple
  authentication is only supported by this protocol in conjunction
  with EAP."
