Technical Summary
 
 For the last several years, the IESG has had occasion to bar disruptive 
individuals from assorted mailing lists, using RFC 2418 as the basis for suc
actions.  This draft codifies and formalizes the practice.  It also provides 
a basis for barring a disruptive individual from all IETF mailing lists, not 
just one at a time.

 There was consensus within the IETF community on this draft.
