The informational document provides the explanation for why the documents are being reclassified as historic; it's that last call that actually triggers the reclassification. By the last paragraph of RFC 2026, we should be doing this _much_ more frequently and the informational document is unnecessary. But this mechanism (which I copied from past use) seems the only way to do it with today's tools. It's too heavyweight, IMHO.

FYI -- I wondered whether it was OK to reclassify a PS to Historic in an Inf document. But apparently we've done that before in RFC 4450. And I checked the Last Call announcement, which was very clear about what will happen.
