Section 3.1: I seem to remember that dashes also cause problems for some tools. It might be worth adding this to the note. Sec 3.1: Has the following: When moved to this state, a note is sent to the Secretariat to send out the external review announcement to the appropriate lists. Are we envisioning a radio dial for "send email to new-work" ad "do not send email to new-work"? Not sure if we want this automated or not. Sec 3.2: Do we want to allow the existing WG chairs to submit revised Charters and call it "Recharter Requested"?
