Section 1 To address this problem, this specification makes the following two reservations. The mobility elements in the Proxy Mobile IPv6 domain MAY choose to use these fixed addresses. Stumbled over this because it looks like the second sentnece is a reservation (i.e. a modification to the base spec), but there is only one reservation listed.
