Technical Summary
 
   This document abolishes the existing form of indefinite Posting
   Rights Action and restores the previous option of finite posting
   rights suspensions authorized by an Area Director.  It obsoletes RFC
   3683 and RFC 3934, and updates RFC 2418.

 
Working Group Summary
 
  This document is not the product of a working group but was reviewed
  within the IETF.  There is rough consensus to adopt this BCP,although
  at least two strong negative opinions were registered from people who
  believe RFC 3683 is a powerful tool for area directors to limit
  disruption.  Based on community feedback the document was revised to
  obsolete RFC 3934 rather than update it.
