This draft is about Deterministic digital signatures, which its abstract says "can be more easily implemented in various environments since they do not need access to a source of high quality randomness. It was submitted to me in April 2011; Jim Schaad reviewed it and pointed out a few problems. At the end of August the author made the changes in this -01 version - Jim says it's OK now.
