There was a bunch of mail discussing this on the CFRG list but
I'm not clear if that reached closure or not. It would be good if
the ISE wanted to check with the chairs of the CFRG to see if
they think there are any comments there that might usefully be
addressed before this becomes an RFC. (In particular I don't
think I saw the author answering those comments but perhaps
he's not on the CFRG list?)

The following is some background for this draft, please forward it
to IESG along with this request ...

This draft is about Deterministic digital signatures, which its
abstract says "can be more easily implemented in various environments
since they do not need access to a source of high quality randomness.

It was submitted to me in April 2011; Jim Schaad reviewed it and
pointed out a few problems. At the end of August the author made
the changes in this -01 version - Jim says it's OK now.
