ISE write-up for: draft-kucherawy-dmarc-base-08

Abstract (first part):

"Domain-based Message Authentication, Reporting and Conformance
(DMARC) is a scalable mechanism by which a mail-originating
organization can express domain-level policies and preferences for
message validation, disposition, and reporting, and a mail receiving
organization can use those policies and preferences to improve mail
   handling. ... "

This draft documents dmarc as it was when discussions started on
charting the IETF's dmarc Working Group - it is intended to be the
starting point for tat WG.

It was submitted to me by Murray Kucherawy on 2 Apr 14.

It was reviewed early on by SM, and later (in more detail) by Eliot
Lear. Eliot pointed out that it could be made more readable by
cutting out repetitions, etc. Ned Freed also read later versions, and
suggested some furhther changes.

Murray has made all the suggested changes, and asked for feedback at
each revision on the dmarc-ietf list. I believe that consensus has
been reached on that list.

The draft has IANA Considerations; I asked IANA for an early review,
Murray has worked with Marc McFadden to resolve the issues Marc raised
after his first reading of version -076
